Restoration of educational documents lost or left in the occupied territories during the war

How Ukrainians can obtain duplicate of diplomas and certificates. Due to the war, thousands of Ukrainians have lost their educational documents — as a result of displacement, destruction of archives, or the inability to contact educational institutions that remain in temporarily occupied territories.

However, even under such circumstances, it is possible to restore documents — Ukrainian law provides a clear procedure for doing so.

If You Have Lost Your Diploma or Certificate

The first step is to contact the educational institution that issued the document. If this institution has been liquidated or reorganized, you should find its legal successor through the Unified State Register of Enterprises, Organizations, and Institutions of Ukraine.

Attach the following documents to your application:

  • A copy of your passport or ID card;
  • A copy of your taxpayer identification number;
  • A printed media announcement about the loss of the document;
  • A copy of your diploma/certificate (if available);
  • A police report about the loss;
  • A receipt for payment of the administrative fee;
  • Written consent for the processing of personal data;
  • Two photos (3.5×4.5 cm);
  • A power of attorney (if submitted by a representative).

Verification via EDBO

Since 2000, the Unified State Electronic Database on Education (EDBO) has been operating in Ukraine – a register containing information about all issued diplomas and certificates.

If your document was issued after 2000, its data can be found in the database, which significantly simplifies the process of obtaining a duplicate.

Documents issued before 2000 are not available in electronic form.

If the institution’s archives have been destroyed, the fact of education completion must be confirmed in court, and the court’s decision is then submitted to the Ministry of Education and Science for a duplicate to be issued.

If the document remained in the occupied territory

If your educational institution is located beyond the front line,

you can apply to any institution of the corresponding education level in Ukrainian-controlled territory.

  • 🎓 For higher education — contact the legal successor of your university (if any).
  • 🏫 For secondary education — contact any school or local education authority authorized to issue duplicates.

What you need to prepare

  1. An application indicating your full name, reason for loss, name of the institution, and year of graduation.
  2. A printed media announcement about the loss of the document.
  3. A police report about the loss.
  4. A receipt confirming payment for the duplicate’s production.
  5. Two photos (3.5×4.5 cm).
  6. A power of attorney (if submitted by a representative).
